The Machinery of Change in Local Government 1888–1974

Originally published in 1980, this classic and widely referenced book provides a comprehensive and authoritative account of the processes through which the local government system in England was adapted to meet changing conditions during the period from 1999 to the reorganisation of 1974. Since the late 19th century, the activities of the state expanded enormously, and this expansion was accompanied by important changes in the machinery of government. This study examines these successive pieces of machinery, the relationship between machinery and policy, and the reasons why the machinery of change has needed to be modified. The book will be essential reading for students of the history of local government, public administration and policy studies. With its examination of British government policymaking and the practical problems of political processes, it will also have a wider relevance for those who are interesting in decision-making and political strategy.
