A small American town is being terrorized by the most vile form of criminal element, led by the town's corrupt Mayor. When some larrikans torment Melvin, the janitor of a club, a disastrous accident occurs when Melvin crashes through a third story window, lands in a vat of hazardous toxic chemicals and bursts into flames. The reaction of the chemicals transforms Melvin from a weakling to a huge toxic avenger who seeks out and kills only evil. (The Troma video release in Aug'97 is a directors cut).
