Robert DeNiro stars as a Washington spin master who needs a war to distract public's attention from a sex scandal involving the President. When the President of the United States is involved in a sex-scandal it is up to the White House adviser, Ronnie Bream (Robert De Niro) to cover it up. As the clock ticks, Ronnie joines forces with cutthroat Hollywood producer Stanley Moss (Dustin Hoffman) in a desperate attempt to divert the country's attention away from the President. They decide to redirect the media spotlight to a war, but lacking a real war, they create one. Actresses are called in to play pretty refugees and rock stars record stirring hit songs about freedom.
