Set in New York City, this procedural centers on a presumed dead ex-CIA agent (Reese), who partners with a mysterious billionaire (Finch) to prevent violent crimes. Using data siphoned from U.S. intelligence agencies' threat matrix deemed irrelevant to national security, the unpredictable former agent and his enigmatic partner, identify a person of interest and set about solving the mystery of the impending crime by tapping into the world's Big Brother-like surveillance network. Operating on a parallel track are New York City detectives Carter and the corrupt Fusco, who must enforce the law while still abiding by it. Counterpoint to Reese's unconventional yet effective methods, Carter wants not only to collar criminals, but the evasive Reese as well.
